{"id":10916,"date":"2019-12-02T10:37:06","date_gmt":"2019-12-02T09:37:06","guid":{"rendered":"https:\/\/armadilla.coop\/?post_type=quaderno&#038;p=10916"},"modified":"2019-12-02T12:37:26","modified_gmt":"2019-12-02T11:37:26","slug":"lybia-humanitarian-emergency","status":"publish","type":"quaderno","link":"https:\/\/armadilla.coop\/en\/workbooks\/lybia-humanitarian-emergency\/","title":{"rendered":"Libya, humanitarian emergency!"},"content":{"rendered":"\n<p class=\"has-text-align-right has-small-font-size\"><em>Edited by Vincenzo Pira and Marco Pasquini<\/em><\/p>\n\n\n\n<p><strong>In\nthis Notebook we present an analysis on the situation in Libya and on the\nprospects concerning humanitarian aid, migration flows and respect for human\nrights in a country at war and in a region (Mediterranean and Middle East)\nwhere instability prevails.<\/strong><\/p>\n\n\n\n<p>Armadilla is\nimplementing, in partnership with Emergenza Sorrisi, a project of Italian\ncooperation that guarantees medical health services in the immigration center\nof El Nasser near Tripoli.<\/p>\n\n\n\n<p>Libya is a\ncountry at war; a territory in which thousands of refugees coming from\nsub-Saharan Africa, Eritrea and Ethiopia pass, considered by the irregular\nLibyan laws and often held in inhuman conditions or treated as slaves by unscrupulous\ntraffickers. Taking a position in the general debate concerning relations between\nItaly, the European Union, international powers and Libya is not simple and\ndeserves a thorough analysis and evaluation, bearing in mind the complexity of\nthe situation and trying to adequately combine the obligation to guarantee\nhumanitarian aid to people in conditions of extreme vulnerability and the\npolitical and diplomatic choices that the international community have made and\ncan do to guarantee the right and the rights of the various parties involved.<\/p>\n\n\n\n<p>The fall of the\nGaddafi regime has not brought Libya to a better situation of democracy and\npeace. Instead, it has unfortunately created a chaotic situation that has\nopened the door to destabilization and to a conflict between the various tribal\nmilitias that want to control and divide up the rich proceeds derived from the\nextraction of oil. The attempts for a transition to a democratic structure have\nnot given positive results so far.<\/p>\n\n\n\n<p>Two rival\ngovernments seeking international legitimacy compete for the government of the\ncountry: the first, based in Tripoli, is led by Fayez al-Serraj and has had the\nsupport of the UN, Italy, Turkey, Qatar and Sudan. The second is based in\nTobruk, in the west of the country, and is supported by Russia, Egypt, France\nand the United Arab Emirates and Saudi Arabia. Its leader is Khalifa Haftar, a\ngeneral friend and collaborator of Gaddafi with whom he subsequently entered a\nstrong conflict.<\/p>\n\n\n\n<p>In this\nsituation the problem arises of how to manage the humanitarian crisis provoked\nby the war and by continuous migratory flows that pass through Libya to Europe.<\/p>\n\n\n\n<p><strong>Over\n823,000 people are considered in need of immediate humanitarian assistance\n(including 248,000 children). Of these 187,000 are Libyan displaced people due\nto the war; 404,000 are Libyans who have returned to the country from abroad;\n57.546 between refugees and asylum seekers registered by the United Nations.<\/strong><\/p>\n\n\n\n<p><strong>How\ndid this situation come about?
