{"id":10861,"date":"2019-10-23T18:09:59","date_gmt":"2019-10-23T16:09:59","guid":{"rendered":"https:\/\/armadilla.coop\/?post_type=quaderno&#038;p=10861"},"modified":"2019-10-23T18:10:01","modified_gmt":"2019-10-23T16:10:01","slug":"reconstruction-in-syria-infrastructure-services-and-rule-of-law","status":"publish","type":"quaderno","link":"https:\/\/armadilla.coop\/en\/workbooks\/reconstruction-in-syria-infrastructure-services-and-rule-of-law\/","title":{"rendered":"Reconstruction in Syria: Infrastructure, services and rule of law"},"content":{"rendered":"\n<p style=\"text-align:right\"><em>Edited by Vincenzo Pira and Marco Pasquini <\/em><\/p>\n\n\n\n<p><strong>In this Notebook we present an update on the situation\nin Syria and the prospects for the near future, which we hope for peace and\nreconstruction, not only of physical infrastructure but also of civil\ncoexistence and the rule of law.<\/strong><\/p>\n\n\n\n<p>The armed conflict that for about nine years has\nbloodied Syria has caused a serious humanitarian crisis and inflicted immense\nsuffering on the Syrian people. According to estimates, there have been around\n500,000 deaths so far. Six million refugees abroad, 12 million displaced within\nthe Syrian borders and 90% of the population live in poverty.<\/p>\n\n\n\n<p>The most relevant innovations of this period are the\ndecree of general amnesty, issued by Syrian President Bashar al-Assad on\nSeptember 15, 2019, which plans to release or reduce the punishment of various\nprisoners, including some prisoners under the &#8220;law on terrorism&#8221; of\nthe country. Anyone who has been convicted of killing someone or making him\nparalyzed is excluded.<\/p>\n\n\n\n<p>Exceptions aside, prisoners sentenced to death will\ninstead have to serve a life sentence with forced labor. Those who have been\nsentenced to life imprisonment with forced labor will have to work for 20\nyears, and those who have been sentenced to life imprisonment will have to\nspend 20 years in prison. Even prisoners with incurable diseases over the age\nof 75 will be released. Deserters who surrender within three months in Syria or\nwithin six months outside the country are exempted from punishment. The same\ngoes for the kidnappers who release their hostages safe and sound within the\nnext month. A signal that goes in the direction of mediation and pacification\nof the country.
