Bucarest Eugad workshop 15 giugno 2011

Background

This initiative is a component of the EC funded project titled EUGAD (European Citizens working for the global development agenda). The objective of EUGAD is to create, collect and distribute knowledge resources for improving communication and dialogue on International Cooperation for Human Development and the Millennium Development Goals. The activities of the project  produced a Manual and  audio-visual documentation on the results obtained by European international cooperation activities.

Promote the partnership network is one of the focus countries in the project. In the documentaries and the special TV programs we aim to produce, we would like to highlight the good practices and challenges faced by European cooperation actors working  in  Bulgaria.

Overall objective. The overall objective of the workshop was to present and evaluate the results of Eugad project and contribute to promote a efficient partnership between the actors involved in the process of European international cooperation.

The activities conducted in the project were:

  • Networking and consultations for sharing resources and best practices and generating international and cross- sectoral synergies on how to inform the EU public about international cooperation agenda.
  • Developing the manuals to address the capacity gaps among primary groups.
  • Producing video documentary on the eight Millennium Development Goals.
  • Disseminating the manuals and videos  (see www.eugad.eu )
  • Workshops in Bulgaria, Romania, Syria and Italy to share knowledge and skills for communicating manuals and present the videos
  • Broadcasting an eight-episode documentary on the eight Millennium Development Goals.
  • Promoting, amongst the wider networks of educators, media personnel and local government policy makers in EU, the utilization of the knowledge resources and awareness building tools developed in the Action.

An agreement has been reached with RAI, the Italian State Television, the EUGAD associated partner, which is actively supporting the Action. A team from RAI accompanied the EUGAD team through its production in the field.

By “networking” we mean the intention and the ability by the stakeholders to identify common objectives, collaborate for achieving these objectives and exchange resources and tools for the activities required to achieve the common objectives.

The stakeholders were interested in project outputs, especially the manuals. After presenting the general conception about the role and the content of the manuals, discussions were led to collect feedback. The participants raised the issue of the international dimension of the manual and their usability for particular countries or regions or fields of activity. They also asked about the availability of the manuals in the national language or only in English, having in mind the access to information for all the stakeholders, no matter their knowledge of a foreign language. They proposed a large dissemination of the manual – printed version and online version, as well. This debate continued with a short presentation of the communication and dissemination activities of the action.

The participants were interested in the action implementation and outputs, addressed questions to support a better understanding of the activities ad results, and expressed their interest in finding more about the global development agenda and to act locally to support its objectives.

TEHNE – Center for Development and Innovation in Education is a NGO non-profit organization, aiming  to support educational initiatives through projects and programs covering areas of non-formal education, formal curriculum development, education for democratic citizenship, education through ICTs, elearning, lifelong learning, and in-service teacher training.

As a non-governmental organisation, without political purposes, TEHNE promotes the European principles and values in the field of education through innovative approaches and technologies.

The expertise of TEHNE as an active Romanian NGO in the field of education is built through the experience of experts’ boards, involved by TEHNE in its educational programs: researchers, academics, practitioners, combining different types of expertise: from grass-root level to decision-making.

High-level experience of TEHNE is reflected by the partnerships with different types of institutions – governmental, non-governmental, private and public.

TEHNE is a member of SEE-ECN, supporting the network in local research and projects. SEE ECN (South East Europe Education Cooperation Network) is developed by Centre for Educational Policy Studies (Slovenia) and KulturKontakt (Austria), within the framework of the Stability Pact for South-East Europe. The project is developing systematic on-line presentations of educational systems in the countries of South East Europe in comparison with the systems of other, mainly European countries. Thus, the project is improving access to information on main changes in the educational systems of particular countries. It improves access to research, legislation, documents, information sets etc. and presents individual experts and institutions. All the data and information are available on the web and are gradually provided in languages of the region covered by the project. (www.see-educoop.net )

TEHNE is a partener of EULLearN (European University Lifelong Learning Network) a Socrates Erasmus Thematic Network aimed at identifying coherent strategies and practical measures to foster university lifelong learning. This Thematic Network supports the exchange of good practices and experiences and the identification of common problems, ideas and priorities. (www.eullearn.net)

TEHNE is a member of European Foundation for Quality in eLearning, an initiative of European Commission funded by the Triangle project, aiming to enhance the quality of eLearning and ICT in education programmes in Europe. (www.qualityfoundation.org)

TEHNE is the initiator and an active member of eLearning.Romania programme, a national initiative aiming to gather all the stakeholders in the area of using ICT for education and training. (www.elearning.ro )

Activities done

The added value of ICT in education, also in formal and non-formal education in Romania, is promoted and monitored by TEHNE through various instruments – from field action-research to advanced web-based tools:

Evaluation of the Romanian “ICT-based Education System” programme

The evaluation research of SEI programme (ICT-Based Education System, initiated by MoE in 2001) was developed between August 2007- May 2008 by the Faculty of Psychology and Education Sciences (University of Bucharest), in collaboration with the Institute for Education, with the Centre for Innovation in Education (TEHNE Romania) and with the Association for Education Sciences (ASTED).

The evaluation has served a triple purpose:

To determine to which the extent the SEI objectives have been met.

To estimate the value and the effects of the SEI Programme.

To collect information and to make recommendations with regard to the continuation and/or the improvement of the SEI Programme and other similar programmes.

The three categories of subjects investigated – beneficiaries of the national informatization programme – had composed a representative sample for targeted population. The investigation was developed on samples of 3.953 students, 1.588 teachers and 195 principals.

This investigations revealed the following aspects: (a) to what degree different types of schools are provided with computers and other equipment, (b) students’ and teachers’ access to the new technologies, (c) to what degree these technologies are used (d) the impact the use of the new technologies had in the beneficiaries’ view (managers, teachers, students), including different kinds of problems which require interventions/ solutions, as well as human/technological/ financial resources.

“Democratic Citizenship” project was implemented by Centrul Educaţia 2000+

“Democtratic Citizenship” project, initiated and implemented by the foundation Centre Education 2000+, has responded to a series of needs identified through the analysis of relevant studies upon the evolution of social and political life in Romania. Therefore, the project aimed to increase the level of citizens’ participation to public, political and social life, to develop transparent and efficient mechanisms of communication between political& administrative staff and citizens, to increase the advocacy capacity of organisations at national and local level, to lever the associative life of social stakeholders.

Academia Online

The elearning system Academia Online is the Romanian model of integration of new information technologies and communication into education systems, based on didactic, psychological principles and consequent with the European standards. Various institutions, from NGOs to IT companies or public institutions use Academia Online as a platform to publish their own courses, targeting more than 15.000 online students. The bridge created between the facilitators (belonging to these institutions) and students constitute a premise for students to cope with changes and requests of the real labour market.

TEHNE has started a process of developing online courses for in-service teacher training. The first online course created by TEHNE is already available on Academia Online elearning platform.
